Effect-wise...
I don't like the way Maki gains Penetrate (a.k.a. Trample). Partners with in-built Penetrate are common, usually requiring a specific character to be in the arena to gain Trample, or requiring all the characters in their arena to be from a certain series. So in my opinion, drawing cards to gain trample is actually one of the weaker in-built Trample on Partners.
Maki does gain 2 attack when this condition is met, which is a plus point i suppose, since this will lead to her being able to knock down more Partners,but seeing so many defensive Partners that gain 2 defense on guard, it seems like Maki players have to rely on sets again, which is one thing '&' is well-known for.
Her 2nd effect immediately makes me think of the ability to down anti-battlers. If opponent have no anti-battlers, one can use this effect to chip away at the opposing Partner, if not one can use it to down support Friends. Maki deck would probably have a lot of draw engines to make sure she gains Trample every turn, so there shouldn't be any handsize problems for her to use this effect every turn.
One last thing, Maki happens to be the passive-burn Character for the series, so unless one more is released, whenever you see your opponent using Maki as Partner, you can play out your passive pumps without worries ^^v
