Hmm, first I must say the art is very nice especially for the level 0 "tsubasa"
she looks very cute in the picture.
Ok back to topic, the level 0 is actually a good support since you can actually increase your level during your own turn, making sure you wont get reversed when you are attacking those level 0 "zibao" characters
The level 3, power increase effect allows her to be a 11000 as long you can fulfil the condition. Draw 2 and discard 1 effect is abit weak as compared to a entry heal type of level 3 effect but nonetheless, we need to look at what "slash of heavenly wings" actually is before deciding how strong this card will be.
